method machining for control flatness 0.03mm (milling)?

.03 Mm = .0011 "reasonably close to that big of an area. Assume you are referring to T.I.R. (Total rdg indicated) through the entire surface of the pot. This accuracy can be achieved using a "planetary; lapping process. The wrap also make the perpendicularity of both sides of the plate. There are shops that specialize in this type of finish. Ensuring that all work, welding or any other heat treatment and remove material are complete before groped to achieve your spec. of flatness.
